Global Government Advisory Practice
The Global Government Advisory Practice works with governments and multilateral institutions across the world to design, implement, and measure the impact of digital and tech-related policy and regulation. Blending technical and public policy expertise with in-depth industry insights we ensure that policy is innovative, impactful, and contributes to solving major public policy questions. Specifically, the practice focuses on:
public policy and regulatory design for governments;
programme strategy, design, and implementation for international donors and multilateral banks and other global institutions; and
campaigns at multilateral institutions.
Our team operates globally, with a team members located in South America, Singapore and London. Current clients include the Asian Development Bank, the ASEAN Secretariat, the World Bank, as well as direct-to-government contracts with several G20 countries. Recent projects have included the design of a regulatory academy for the communications regulator in the Middle East; exploring the potential for emerging technology to be used in the fight against corruption; designing an interactive, ethical AI tool for developers and deployers; and advising on the design and roll-out of digital financial infrastructure.
What you can expect to be doing:
The Associate Director / Director will contribute to the technical strategy, commercial growth, and operational excellence of the practice. The role focuses on delivering high-quality technical inputs and providing expert advice to public sector clients on digital transformation and digital public infrastructure. They will play a senior role on projects, project managing and/or leading their own workstreams to ensure rigorous quality assurance across all project outputs.
The Associate Director / Director will combine deep technical expertise with strong client-relationship skills to ensure impactful delivery and high client satisfaction. This role is designed for an experienced consultant with substantial technical knowledge, capable of designing and delivering complex technical outputs, leading multidisciplinary teams, and engaging confidently with government and public sector stakeholders.
What you will bring:
Technical & Industry Expertise
Lead complex, cross-practice technical workstreams and act as a recognised expert in digital transformation and emerging technology policy.
Represent Access Partnership at industry and multilateral forums, contributing thought leadership and shaping market positioning.
Contribute to the development of public sector RFP responses, with a focus on developing robust and project-relevant methodologies and designing technical programmes.
Build new capabilities and intellectual assets that anticipate client needs and keep the organisation ahead of public policy and industry trends.
Client Impact
Identify relevant public sector opportunities to drive growth and broaden Access Partnership’s client portfolio.
Build and maintain trusted senior client relationships, ensuring exceptional delivery and long-term value.
Drive new business initiatives across new and existing accounts, overseeing the quality of all client-facing work.
Project Delivery
Oversee delivery of high-impact projects, resolving complex challenges and ensuring consistent, high-quality outcomes.
Identify and address delivery risks early, making sound trade-offs to maintain momentum and client value.
Ensure rigorous quality control across all outputs within your client group, including reports, proposals, and strategic materials.
Collaboration & Leadership
Lead and develop a high-performing, multidisciplinary team through effective delegation, coaching, and performance management.
Foster a collaborative, cross-practice culture that leverages diverse expertise to deliver integrated solutions.
Act as a visible role model and mentor across the organisation, building consulting capability and supporting career growth.
Qualifications and Experience
Associate Director: 8 years + of experience / Director: 12 years+ of experience in public policy, international development, or technology advisory, and working with governments, multilaterals, or donor-funded programmes.
Proven ability to take a significant role on complex, multi-stakeholder projects focused on digital transformation, technology governance, or innovation policy across multiple markets.
Substantial technical expertise in digital transformation and digital public infrastructure. • Strong record of building senior stakeholder relationships.
Project leadership experience to achieve project objectives.
Exceptional communication skills, with the ability to distil complex policy issues into clear, actionable insights.
Commercial and strategic acumen, including experience managing project budgets, resources, and profitability.
Willingness and experience in mentoring junior members on area(s) of technical expertise to build team capacity.
Nice to have
Advanced degree in public policy, international relations, economics, law, engineering, or a related discipline.
Experience in consulting or advisory roles for governments, international donors (e.g. World Bank, ADB, DFAT, FCDO, USAID), or global organisations (e.g. UN, OECD).
Familiarity with programme design, monitoring, and evaluation frameworks used in development cooperation.
Regional experience in Asia, LATAM and/or the Middle East, with cross-cultural stakeholder engagement.
Growing profile in thought leadership or public speaking credentials in technology policy or digital transformation.
