Our world-class Space & Connectivity Practice engages with governments, regulators, and international organisations to support the development of satellite and telecommunications policy frameworks. We advise clients on regulatory strategy, market access, and engagement across national, regional, and global fora.
We are seeking Senior External Advisor for a flexible, part-time advisory role supporting strategic regulatory engagement across the Asia-Pacific region.
The ideal candidate will bring strong regional experience and deep knowledge of ITU processes, including World Radiocommunication Conferences (WRCs), ITU-R working groups, and regional preparatory processes. We are particularly interested in individuals who have participated as part of national delegations and who understand how national positions for WRCs are developed, coordinated, and advanced through regional organisations such as APT and APG.
The successful candidate will support Access Partnership’s Space & Connectivity Practice by advising on regional regulatory dynamics, national WRC preparations, and stakeholder engagement across Asia-Pacific. This may include supporting engagement with ministries, telecommunications regulators, spectrum authorities, space agencies, and relevant regional organisations.
This is a flexible, part-time advisory role, suited to a senior professional with an established network across Asia-Pacific and experience engaging with government, regulatory, and corporate stakeholders.
What you'll do:
Provide strategic advice on regulatory and policy developments across Asia-Pacific.
Support engagement with national stakeholders at all levels of seniority, including ministries, regulators, spectrum authorities, space agencies, and other relevant public-sector institutions.
Leverage existing relationships to facilitate dialogue and collaboration among government, regulatory, and industry stakeholders.
Provide insights on regional dynamics across organisations such as APT, APG, ASEAN, ITU-R, and related institutions.
Support the development and execution of advocacy and engagement strategies in regional and multilateral fora.
Actively support engagement in relevant meetings, including WRCs, APT meetings, APG meetings, ITU-R working groups, and other relevant regional or international processes.
Participate in discussions and, where appropriate, take the floor to support technically sound and policy-relevant interventions.
Contribute to policy analysis, briefing materials, stakeholder mapping, meeting preparation, and strategic recommendations tailored to regional stakeholders.
Identify opportunities for capacity building, partnerships, and strategic engagement across the region
What you'll need:
Essential
10–15+ years of experience in telecommunications policy, spectrum management, satellite regulation, international regulatory affairs, or related fields.
Strong understanding of the regulatory and policy landscape across Asia-Pacific.
Strong knowledge of ITU processes, including WRCs, ITU-R working groups, and regional preparatory processes
Experience working with or within:
Government ministries
Regulatory authorities
Spectrum management agencies
International or regional organisations
Demonstrated experience engaging with APT, APG, ITU-R, WRCs, or related international processes
Excellent written and verbal communication skills in English
