Global Government Advisory Practice
The Global Government Advisory Practice works with governments and multilateral institutions across the world to design, implement, and measure the impact of digital and tech-related policy and regulation. Blending technical and public policy expertise with in-depth industry insights we ensure that policy is innovative, impactful, and contributes to solving major public policy questions. Specifically, the practice focuses on:
- public policy and regulatory design for governments;
- programme strategy, design, and implementation for international donors and multilateral banks and other global institutions; and
- campaigns at multilateral institutions.
Our team operates globally, with a team members located in South America, Singapore and London. Current clients include the Asian Development Bank, the ASEAN Secretariat, the World Bank, as well as direct-to-government contracts with a number of G20 countries. Recent projects have included the design of a regulatory academy for the communications regulator in the Middle East; exploring the potential for emerging technology to be used in the fight against corruption; designing an interactive, ethical AI tool for developers and deployers; and advising of the design and roll-out of digital financial infrastructure.
Job Purpose
The Director works jointly with the Head of Global Government Advisory as a formal "number 2", sharing responsibility for driving the practice's Strategy, commercial Growth and operational excellence. The role combines leadership of high impact work with oversight of team growth and performance. Acting as a senior representative pf the practice, the Deputy Head contributes to shaping Access Partnership's government-facing strategy, expanding our global footprint, and ensuring the consistent delivery of transformative outcomes. The role is designed for an experiences leader capable of operating with significant autonomony and acting as the Head's delegate where required.
Key Responsibilities
1. Strategy & Growth
- Co-develop and have responsibility for implementing the practice’s strategic direction and go-to-market strategy in partnership with the Head of Global Government Advisory.
- Identify, qualify, and pursue new business opportunities with governments, donors, and multilaterals, ensuring alignment with Access Partnership’s global priorities.
- Shape scalable offerings and market positioning around emerging technology and digital policy issues.
2. Client & Market Leadership
- Build and maintain senior-level relationships with government, donor, and institutional clients to establish long-term strategic partnerships.
- Support the development of these capabilities within the broader team to support team growth.
- Represent Access Partnership and the practice at key international forums, conferences, and media engagements to elevate visibility and influence.
3. Delivery & Quality Assurance
- Oversee pursuit and delivery of high-impact projects and proposals, ensuring quality, relevance, and commercial rigour.
- Provide oversight on bids and tenders, maintaining consistency in structure, pricing, and client alignment.
- Monitor practice-wide delivery standards, client satisfaction, and performance metrics.
4. People & Practice Management
- Lead, mentor, and develop a diverse, high-performing team across regions, promoting collaboration, accountability, and innovation.
- Manage practice financials, including forecasting, resource allocation, and profitability, to ensure sustainable growth.
- Foster a culture of excellence and client-centricity while collaborating with other practices to design integrated solutions for complex policy challenges.
What you will bring:
Essential
- 10–12 years of experience in public policy, international development, regulatory affairs, or technology advisory, but expected to include work with or within governments, multilaterals, or donor-funded programmes.
- Proven ability to lead complex, multi-stakeholder projects on digital transformation, technology governance, or innovation policy across multiple markets.
- Demonstrated success in business development — from opportunity identification to bid leadership and client relationship management.
- Deep understanding of the global digital policy landscape, including emerging technologies such as AI, data governance, connectivity, and cybersecurity.
- Strong record of building senior stakeholder relationships and influencing decision-making at the highest levels.
- Leadership experience in developing and motivating diverse teams to achieve strategic and commercial goals.
- Exceptional communication skills, with the ability to distil complex policy issues into clear, actionable insights.
Commercial and strategic acumen, including experience managing budgets, resources, and profitability.
Desirable
- Advanced degree in public policy, international relations, economics, law, engineering, or a related discipline.
- Experience in consulting or advisory roles for governments, international donors (e.g. World Bank, ADB, DFAT, FCDO, USAID), or global organisations (e.g. UN, OECD).
- Familiarity with programme design, monitoring, and evaluation frameworks used in development cooperation.
- Regional experience in Asia, Africa, or the Middle East, with cross-cultural stakeholder engagement.
- Recognised thought leadership or public speaking credentials in technology policy or digital transformation.
