Global Government Advisory Practice
Access Partnership works with governments and multilateral institutions across the world to design, implement, and measure the impact of digital and tech-related policy and regulation. Blending technical and public policy expertise with in-depth industry insights we ensure that policy is innovative, impactful, and contributes to solving major public policy questions. Specifically, the practice focuses on:
- public policy and regulatory design for governments;
- programme strategy, design, and implementation for international donors and multilateral banks and other global institutions; and
- campaigns at multilateral institutions.
Past and current clients include: governments in the Asia-Pacific region, the Asian Development Bank, the World Bank, the UK’s Foreign and Commonwealth Office (FCDO), Australia’s Department for Foreign Affairs and Trade (DFAT), USAID, the ASEAN Secretariat, the APEC Secretariat, and the UN’s International Telecommunications Union.
What you can expect to be doing:
As a Manager (based on experience), you will leverage and further develop your subject matter expertise to support the delivery of significant value to our public sector clients based in the Asia Pacific region through proposal development, project design and implementation, as well as well as relationship management. Understanding the public policymaking process and tech and digital policy issues, you will help to design and provide advisory services to governments and public institutions on strategy, policy, and regulation, at a national, regional and multilateral level.
Leading small project teams, managing larging project teams, or working as an experienced individual contributor on larger, cross-functional teams, you will be responsible for delivering high-quality work that exceeds client expectations. You will build strong client relationships identify new opportunities and contribute to account growth. It is expected that you will develop a personal, expert brand, representing the expertise of yourself and the company at conferences and external events where opportunities arise.
- Client: You research client needs, policies, and trends to create targeted materials, proposals, and presentations. Your insights help the team offer relevant solutions, build client trust, and win work.
- Technical and Industry Expertise: You analyse issues using critical thinking and research, adding insight beyond the data to shape stronger recommendations. Your curiosity about digital transformation, digital ID, digital finance, AI and emerging technologies, as well as the important role of public policy deepens the team’s understanding of our clients, their mandates and improves our strategic advice.
- Project Delivery: You deliver high-quality work backed by strong research, analysis, and writing. You flag potential issues early, helping the team stay on track and meet client expectations.
- Collaboration and Initiative/Leadership: You work effectively in a team and across practices and clients, clearly sharing ideas and updates. You proactively offer to support work across the business and learn from feedback and experience.
You will have expertise or interest in digital transformation and public policy, as well as a passion to work with our clients on real-world problems to deliver tangible impact. You will also be intellectually curious and be keen to work on challenges at the intersection of public policy, technology, international affairs and/or economics.
Research and Analysis
- Keeping abreast of tech policy trends at a national, regional, and multilateral level.
- Keeping up-to-date with new programmatic approaches and the spending priorities of our core public sector clients.
- Undertaking desktop research, including structured literature reviews and meta-analysis.
- Support stakeholder consultations by preparing briefs, developing interview guides, taking detailed notes, and helping to synthesise key findings.
Communications
- Drafting input into client proposals, research reports, presentation materials, and other products, to a client-ready level of quality following feedback and guidance from subject matter experts and managers.
- Undertaking effective written and verbal communications with stakeholders of varying seniority, primarily internal stakeholders, but being able to constructively engage with external stakeholders together with senior team members.

What you will bring:
- At least 2-3 years of work of experience within (or understanding of) the public sector / government, or multilateral organisation, with demonstrable subject matter exposure to any of the following: public policy, digital transformation and the digital economy, digital ID, digital payments, AI, and connectivity.
- Good undergraduate degree from a reputable university. Degrees in public policy, international relations, or a tech-related subject are preferred, but not required.
- Accredited qualifications in project management would be a bonus e.g., PMP, PMI.
- Strong structured research and analysis skills, with the ability to condense large quantities of information from various sources.
- Exceptional written and verbal communication skills.
- Self-organisation and time-management skills.
- Proficiency with productivity tools such as Word, PowerPoint, and Excel, and with AI products.
